You don't need to create texture LODs.
Textures generate mipmaps (http://en.wikipedia.org/wiki/Mipmap) for the ship & station models so it will automatically pick and blend between the correct texture sizes for the model even when you don't give us them in the texture itself.
If you want more control over the mip mapping then you can generate the mip levels yourself and create a DDS texture file with them manually, but I wouldn't bother as it's more complicated and easy to make a mistake with.
So best advice is to use the same texture(s) for all LODs of the model, and let the mip-mapping handle the lower texture sizes.

I just said a stupid thing , Thanks for explanation.
Converted png to dds (DXT5 format) work much better in the sim here the mod
Suggestion are welcome and give me the time for make lod objects

DXT5 is only really for if you need Alpha blending, which for solid concrete and metal you probably don't. DXT1 will be half the size of DXT5 and the quality will be identical if you set it to have no alpha channel.

I think the scale of the people behind the windows of the side is a bit small.
Especially on the side of the pad, and on the little buildings. Even if the floow level is a but under the window level. That guy is 175cm tall.
I'd say, it would feel more roomy if there would be 2 floors instead of 4 there.
