Request: a peaceful anarchy as a "government type"

While translating the strings, I noticed that we lack a peaceful anarchic social organization. We only have "disorders" as a form of violent refusal of a central government.
What I mean is something like "Anarchy - Many federated self-maganed communities without a centalized government. Decisions are made by consensus."
Like what was theorized (and sometimes practiced) by many anarchic thinkers (Pierre Joseph Proudhon, Piotr Kropotkin, Errico Malatesta, Colin Ward, to name a few): anarchy as the purest and most complex form of social order.
...Or, in science fiction, something that's quite like the "Culture" in Iain M. Banks' novels.
What do you think? Can I have my utopia, at least in a game? ;)
