No random pirates

When flying, you never get attacked by random pirates, only when you have accepted a mission that is potentially dangerous you may attract their attention. This is convenient, especially when flying a small ship, you can go around everywhere, even in "anarchic" systems without guns and defenses using up your already small cargo space, and nobody harms you, just don't accept dangerous missions. But is this realistic?
It may be realistic for ordinary people like me (i don't usually look for trouble in my everyday life, i don't carry a weapon when walking around), perhaps this was the initial thought but anyway, maybe in a space game setting like this in pioneer, i believe it is expected that some people out there flying their ships may have bad intentions.
Perhaps random pirates should be absent in home worlds of the various factions but when flying farther away, or in systems characterized as "anarchic" there should be random pirates.
