The trust issue is already solved by having an acceleration cap for each ship and direction. Partially due to structural limits, partially due to human tolerances. Sure, you can overload your ship a bit, but most of them are set up in a way that you can still produce 1.5 gee-ish up acceleration. And...

From lore perspective: how about stations always upload and exchange bounties with all ship computers (in the same vein all ships carry spacenet data packets for an asyncronous internet between systems)? That is on my radar, to build more lore and hand-made systems, with a smaller, more elaborate bubble.
There's also a pirate system in the works. Hopefully it will eventually gain gameplay aspects too.
So yeah, we are on the same page with this, it just takes some time to get there.

Takeoff without clearance fines might be limiting, because some ships require crew, so then there should be some guarantee that you can hire them everywhere. In Frontier Inhad to sit years on the pad to collect enough crew for the Panther Clipper for example.
